That’s his exact point though. It depends on the sound when you say it, not the actual letter.

We pronounce it with a hard H sound here in Canada, so it would be “a history”
However we pronounce “herb” with a silent H sound, so it’s “an herb”.

Yes, most animals can. Insects don’t breathe the way we do at all. They have separate openings for their respiration.
Amphibians start out with gills and only in adulthood do they develop lungs (although the axolotl keeps its gills for life) and can respirate through their skin.
Mollusks either respirate through their skin, gills, or through an air sack.
In none of those cases do the respiratory and digestive tracts cross. And those groups of animals outnumber us by far.
But then you export less stuff, hurting your economy, while the US still exports just as much to you, so their economy does better. The counter tariffs are to make it less appealing for you to buy, and US exports go down.
In the end, everyone loses, but it needs to hurt them back to make them realize that.
